Summary of Response to Issues Raised in Report
The issues I raised can be grouped into three categories: regulatory, operational and ethics/management.
Of 31 issues I brought forward, only six were investigated to my knowledge; the rest appear to have been assumed to be unfounded from the outset. Eight (not necessarily the same ones) were later addressed. This assessment is based on my reading of documentation obtained through Access to Information Act requests.

Note that I have not been working at Transport Canada since the end of 2006, so my analysis is based on documentation publicly available and that I have obtained through the Access to Information Act.

Of the approximately 31 issues which I raised (there are many "sub-issues"), only six were investigated, and those incompletely or inappropriately. A number of other issues were also later addressed, such as the development of regulations for domestic ferries.
At no point has Transport Canada asked me for input or clarification on any of the operational or regulatory issues. My only opportunity for input has been through the Deloitte and Touche investigation, which omitted operational and regulatory issues.
