Allard, Claude
Mr. Goudge is a former colleague who shared my concerns and, along with others, asked me to speak to senior management about our concerns. He holds a law degree and an MBA.
Jean Barrette
Mr. Barrette is a former Director of Security and Emergency Preparedness Operations at Transport Canada. He disputes the conclusions of my report of wrongdoing.
Bertrand, Elisabeth
Ms. Bertrand is Chief, Marine Security Regulatory Issues. She initially voiced her concerns about management to me in the spring of 2005. With the group, she also agreed to raise these concerns t higher levels. At some point, however, she began to report that I was the source of discontent and began working with management.
Charrett, Ted
Mr. Charrett is the Integrity Officer for Transport Canada. He has consistently refused to investigate concerns of wrongdoing or ethical breaches and appears to have cooperated with Transport Canada senior officials while they were making their reprisals.
Frappier, Gerry
Mr. Frappier was Director General Marine Security during much of the period in question. Despite his confirmed friendship with Joanne St-Onge, who reported to him, he sat on her promotion board. He has vigourously defended her at all times. He also cooperated with Ms. St-Onge to obtain the expulsion of Saïd Nassif, Director of Marine Security Operations, from the unit. He also threatened to sue me for the content of my report of wrongdoing, but never proceeded to court.
Goudge, Shawn
Mr. Goudge is a former colleague who shared my concerns and, along with others, asked me to speak to senior management about our concerns. He agrees with the content of my report and has gone on record refuting harassment allegations against me. His testimony was deliberately omitted from the preliminary findings of the investigation, however. He has a BA in criminology, a certificate in regulatory law, was a paralegal and has certifications in physical security.
Grégoire, Marc
Mr. Grégoire has been Assistant Deputy Minister for Safety and Security at Transport Canada since 2003, and was the direct supervisor of Marine Security Director General Gerry Frappier and Laureen Kinney. He has been the controlling figure behind the reprisals against me, including soliciting harassment complaints from my former supervisors, interfering in the harassment and grievance process, making false accusations against me to my new supervisor, and more. He is also a central figure in reprisals against Hugh Danford, a former aviation security inspector who blew the whistle on misconduct in that sector of Transport Canada.
Kinney, Laureen
Ms. Kinney is a former Director General of Marine Security and current Director General of Aviation Security. She has consistently refused investigate complaints directed to her and at one point adjudicated a grievance against her actions. She holds a BSc in agriculture and has served in a number of marine-related positions in government since 1975.
Landriault, Lyne
Ms. Landriault is the Director of Labour Relations at Transport Canada. She has assisted Transport Canada management in making its reprisals and interfered with Access to Information Act requests. She has also refused to investigate or act on complaints of abuse of process.
Lanteigne, Captain Réjean
Mr. Lanteigne is former Vice-president of Operations at Canadian Shipowners Association and a registered lobbyist until mid-2005. He is a personal friend of Joanne St-Onge, former Director of Marine Security Regulatory Affairs, and played a significant role on the shaping of Canada's marine security regulatory framework.
McDougall, Allan
Mr. McDougall is a former Transport Canada inspector and co-author of the industry-recognized book Transportation Systems Security. He shared my concerns about the implementation of the marine security regime and later indicated that he thought my report was "about 95% right". He was subjected to workplace harassment and mobbing and eventually left the department. . He holds a Bachelor of Arts and Military Sciences from the Royal Military College of Canada, has certifications in physical and information security and is an anti-terrorism specialist.
Nassif, Saïd
Mr. Nassif was Director of Marine Security Operations from 2004 to 2006. Near the end of his term, he became the target of workplace harassment and mobbing and was dismissed without cause. He later reached a settlement with the Department in 2007 and is now Managing Director of at the International Register of Shipping. He has an MBA specializing in logistics and transportation and holds numerous certifications in transportation and security.
Ranger, Louis
Deputy Minister of Transport Canada from 2001 to 2009, when he retired. He holds a bachelor's and master's degrees in economics and served in the public service for over 30 years. He was Mr. Grégoire's immediate supervisor.
St-Onge, Joanne
Ms. St-Onge was Chief, Marine Security Regulatory Affairs, and was later promoted to Director, Marine Security Regulatory Affairs. Her inability to manage work properly and harassment of employees was the original source of my concerns. She has levelled many accusations against me from physically threatening behaviour to "aggressive staring", "smirking maliciously" and even simply standing on an elevator behind her.
Walker, Karen
Ms. Walker is my current supervisor at the Public Works and Government Services Canada.
